Importers, distributors and manufacturers of electrical and electronic equipment (System Payers) are legal entities that place or sell new or used electrical and electronic equipment for the first time on the market of the Federation of Bosnia and Herzegovina and are obliged to participate in the Electrical and electronic waste management system. This means that you fulfill your legal obligation by signing a contract on the transfer of the obligation to the Operator of the Electrical and Electronic Waste Management System and that you pay a certain fee in accordance with the placed quantities of pieces of electrical and electronic equipment. A company that can be registered in the Federation of Bosnia and Herzegovina, the entity of Republika Srpska or outside Bosnia and Herzegovina (distance sales), is subject to the Rulebook on Waste Management of Electrical and Electronic Products and the Law on Waste Management.

Fees
On the basis of the above regulations and the concept of extended producer responsibility, all importers, distributors and manufacturers of electrical and electronic equipment, which they place on the market for the first time, are obliged to pay two types of fees:
- The general fee, which is paid to the Environmental Protection Fund and amounts to 0.02 BAM / kilogram of placed equipment, on the basis of the Decision issued by the Environmental Protection Fund of FBiH
- Management Fee, which is paid either through the System Operator or directly to the Environmental Protection Fund of FBiH
The difference is in the management fee, which is many times lower if it is paid through the company ZEOS eko-sistem d.o.o., because the prescribed fee of the Environmental Protection Fund is considered a penalty compensation.
Distributors registered outside the territory of Bosnia and Herzegovina
Distributors who are not registered in the territory of Bosnia and Herzegovina, and sell electrical and electronic equipment in the territory of the Federation of Bosnia and Herzegovina in accordance with the said Rulebook, are obliged to be part of the System Operator through which they should report and pay a fee for the fulfillment of their obligations in accordance with the legislation of the Federation of Bosnia and Herzegovina.
